Dear all PRE owners and Breeders - Please read this important information and note or act promptly if this applies to you
ANCCE have recently advised ACPRE NZ that with the introduction of new EU regulations in Europe, they have had to implement a new process and timeline for the inscription of PRE horses. In addition, it is very likely there are going to be great problems for future Adult Inscriptions.
1. For all breeders - New Deadline for Inscription of future Foals All horses with effect from 1 July 2009 must be issued with a correct passport by the age of 6 months old. This is an EU regulation and because the studbook is managed in Spain, ANCCE must comply.
This means we are introducing new deadlines for inscription of all foals with immediate effect:-
For all Foals born from now on, you must send me your Application for Inscription using the attached Service application form along with a copy of your Breeding and Birth Certificate, and payment, as fast as possible and to arrive NO LATER than 5 days from the date of birth. Service code is 103. Please note we cannot process any applications without payment.
Therefore, we recommend you select a number of suitable names before the birth so you are ready to do your paperwork straight away. This deadline may seem very short, but it is in place to ensure ANCCE receive the completed Pre-Inscription (identification) documents and blood cards within the timeframe they have stipulated.
2. Very Important: For all owners who have yet to Inscribe ANY of their PREs in the Studbook but want to - Adult Inscription or foals from this 2008/9 season In addition, ANCCE have recommended to us that all PRE owners who have have not begun the inscription process for ANY of their horses to be registered in the studbook (and therefore do not have passports at this time), should do so WITH HASTE and ASAP. ANCCE have told us that due to the new regulations there is a high likelihood that if you do not apply for inscription now, so that Spain can issue a passport no later than 31 December 2009, you will have great difficulties getting your horse inscribed in the future. They cannot guarantee there will be an adult inscription process from next year onwards. This may change, but at the moment this the current situation.
So, if you have an unregistered PRE, eligible for Inscription (a horse without a passport but is from Revised parents) and you want to have the horse inscribed in the Spanish LG-PRE studbbok, or you think you might want the horse inscribed, we would urge you to not delay and act now. This could be your only chance, or if not you are likely to have great problems.
To ensure ANCCE are able to issue a correct passport by the end of the year, please send your completed application for service (see attached document) and a copy of Breeding and Birth Certificate, plus payment, to me ASAP ideally by the end of July (no later than 15 August). Service code is 103. Please note we cannot process any applications without payment.
Please note, the Old Cria mare covering forms, (Certificado de Cubricion) and the Foal Birth Certificate (Certificado de Nacimiento), will not be accepted by ANCCE. If you only have this old form, please contact me with the details of the breeding and I will see if ANCCE will produce a backdated form for the stallion concerned.
If you do not have a copy of the covering form at all because you are not the breeder of the horse, please contact the breeder for a copy of the form.
We will assist you wherever we can to get as many horses inscribed by the deadline.
ACPRE NZ are very concerned to reach all and any owners of PREs, who are from revised parents, who have yet to apply for inscription for their horses, with this message. So if you know of anyone who has a uninscribed PRE in NZ who may want to inscribe them, please let them know about this.
